Israele: stop all'uso degli smartphone a scuola

IL MINISTRO DELL'ISTRUZIONE ISRAELIANA, OGGI HA DICHIARATO CHE VIETERÀ L'UTILIZZO DI CELLULARI E SMARTPHONE, DURANTE LE ATTIVITA' SCOLASTICHE.


Secondo il rabbino Peretz, l'uso degli smartphone nelle scuole primarie non sarà più consentito.
Questo sarà documentato in un promemoria formale (obbligatorio).

L'apprendimento digitale verrà effettuato utilizzando computer, non smartphone.

Questa mossa sarà fatta a causa di dipendenza sociale, cognitiva, esposizione a costante che è inappropriata

Il ministero dell'Educazione svilupperà e pubblicherà un programma formale che includerà diversi passaggi e strumenti. Nuove strutture per parchi giochi saranno installate nelle scuole. Programmi di orientamento sull'uso corretto della tecnologia saranno condotti nelle lezioni. Saranno accolte le iniziative dei genitori per l'acquisto di telefoni semplici in alternativa a smartphone.

Il ministero dell'educazione ha organizzato un pool di genitori che ha dimostrato che la maggior parte dei genitori accoglie questo programma.



Dobbiamo ancora aspettare e vedere come, se e quando tutto ciò diventerà realtà   ...

Stato della California: la singola scuola può proibire l'uso dello smartphone


Questa recentissima legge il singolo istituto scolastico può vietare l'utilizzo dello smartphone allo interno della propria struttura.

Importante è la motivazione:

Vi è una crescente evidenza che l'uso illimitato degli smartphone da parte degli alunni delle scuole elementari e secondarie durante il periodo scolastico interferisce con la missione educativa delle scuole, riduce le prestazioni degli alunni, in particolare tra gli studenti con bassi risultati, promuove il cyberbullismo e contribuisce ad aumentare l'ansia adolescenziale , depressione e suicidio.

AB 272, Muratsuchi. Pupils: use of smartphones.

Existing law authorizes the governing board of a school district or its designee to regulate the possession or use of any electronic signaling device that operates through the transmission or receipt of radio waves, including, but not limited to, paging and signaling equipment, by pupils of the school district while the pupils are on campus, attending school-sponsored activities, or under the supervision or control of school district employees.
This bill would explicitly authorize the governing body of a school district, a county office of education, or a charter school to adopt a policy to limit or prohibit the use by its pupils of smartphones while the pupils are at a schoolsite or while the pupils are under the supervision and control of an employee or employees of that school district, county office of education, or charter school. The bill would, however, specify circumstances in which a pupil could not be prohibited from possessing or using a smartphone.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

SECTION 1.

  The Legislature finds and declares all of the following:
(a) There is growing evidence that unrestricted use of smartphones by pupils at elementary and secondary schools during the schoolday interferes with the educational mission of the schools, lowers pupil performance, particularly among low-achieving pupils, promotes cyberbullying, and contributes to an increase in teenage anxiety, depression, and suicide.
(b) In September 2018, France adopted a nationwide smartphone ban in all primary and middle schools in order to promote pupil achievement and healthy social development.
(c) The London School of Economics and Political Science published a May 2015 study that found that test scores improved significantly at schools that banned mobile phone use, and that the most significant gains in pupil performance were made by the most disadvantaged and underachieving pupils. The study concluded that “schools could significantly reduce the education achievement gap by prohibiting mobile phone use in schools.”
(d) Dr. Jean Twenge, who is a professor of psychology at San Diego State University, published a book in 2017 entitled “iGen,” which presents evidence of an increase in depression and suicide among American teenagers that may be caused by increased mobile device screen time and social media use. According to Dr. Twenge, 8th grade pupils who spend 10 or more hours per week on social media are 56 percent more likely to describe themselves as unhappy than those who devote less time to social media. Moreover, teenagers who spend three hours per day or more on electronic devices are 35 percent more likely to demonstrate risk factors for suicide, such as suicidal ideation, and teenagers who spend five or more hours per day on their devices are 71 percent more likely to demonstrate a risk factor for suicide.

SEC. 2.

  Section 48901.7 is added to the Education Code, to read:
48901.7.
  (a) The governing body of a school district, a county office of education, or a charter school may adopt a policy to limit or prohibit the use by its pupils of smartphones while the pupils are at a schoolsite or while the pupils are under the supervision and control of an employee or employees of that school district, county office of education, or charter school.
(b)  Notwithstanding subdivision (a), a pupil shall not be prohibited from possessing or using a smartphone under any of the following circumstances:
(1) In the case of an emergency, or in response to a perceived threat of danger.
(2) When a teacher or administrator of the school district, county office of education, or charter school grants permission to a pupil to possess or use a smartphone, subject to any reasonable limitation imposed by that teacher or administrator.
(3) When a licensed physician and surgeon determines that the possession or use of a smartphone is necessary for the health or well-being of the pupil.
(4) When the possession or use of a smartphone is required in a pupil’s individualized education program.

Oregon vuole valutare autonomamente la pericolosità dei wifi a scuola

Lo Stato americano dell'Oregon ha approvato una legge che prevede di rivedere autonomamente la consistenza della conoscenza scientifica in merito ai danni del wifi nelle scuole!

robot umanoidi ?

Desidero esternare alcune mie riflessioni … pazzoidi …

Partiamo dai FATTI:

1.       Solo il 36% degli italiani che è al livello più basso tra i paesi Ocse è in grado di utilizzare Internet in maniera complessa e diversificata (1)
2.       In Italia solo il 21% degli individui in età compresa tra i 16 e i 65 anni possiede un buon livello di alfabetizzazione e capacità di calcolo (1)
3.       Riconosciuta ‘involuzione’ delle capacità cognitive dovuta al continuo utilizzo di strumenti informatici (sempre connessi) (2)
4.       L’Italia si conferma il Paese del mobile: al terzo posto per penetrazione di utenti unici di telefonia mobile rispetto alla popolazione (83%), subito dopo Corea del Sud e Hong Kong. (3)
5.       L’Italia si conferma ai massimi livelli per disponibilità di investimenti per la implementazione del 5G.

Mie considerazioni:
-          Per caso, si vuole sperimentare sulla popolazione italiana una società basata su robot umanoidi ?
-          visto che gli strumenti informatici presenti nella società italiana sono orientati quasi esclusivamente per attività ‘ludiche’ e non ‘intellettuali’, si comincia a creare e sperimentare dei robot che simulano dei cervelli ‘semplici’ ovvero quelli degli italiani ( dato che le capacità cognitive e culturali medie italiane sono così basse…!) per poi magari a passare a simulare cervelli … più evoluti?!

Sto impazzendo ?
Forse, spero,  di si.

Un quarto bambino che frequenta la scuola è stato diagnosticato un cancro venerdì. Alcuni genitori hanno ritirato i loro figli da scuola, e molti di loro sono usciti in forza a una riunione del consiglio scolastico di Ripon (Wisconsin)  lunedì sera per chiedere l'intervento.

In una dichiarazione preparata, il presidente del consiglio Kit Oase ha dichiarato che i test effettuati sulla torre hanno rilevato che funzionava normalmente entro gli standard di sicurezza.

Monica Ferrulli, il cui figlio è stato curato per cancro al cervello nel 2017, ha detto che la Scuola ha citato uno studio obsoleto della American Cancer Society nel mantenere la torre in atto da quando la polemica è scoppiata due anni fa. "È solo una smentita", ha detto Ferrulli al board. Ha giurato che i genitori continueranno a combattere e terranno i loro bambini fuori dalla scuola.

Installata in una scuola scozzese la rete Lifi invece del wifi

E' stato comunicato che una  scuola secondaria scozzese per la prima volta

Il Lifi è un sistema di trasmissione dei dati, ad alta velocità, che frutta la luca solare (LED) e non microonde.

Il progetto è stato condotto in collaborazione con l'Università di Edimburgo ed è supervisionato dallo Scottish Futures Trust, che sostiene la strategia digitale del governo scozzese.
Il governo scozzese ha anche sostenuto il progetto pilota con una sovvenzione di 16.000 sterline attraverso l'iniziativa Digital Schools per le attrezzature e l'installazione.

pureLiFi e il Centro di ricerca e sviluppo LiFi dell'Università di Edimburgo hanno fornito risorse per l'esecuzione del progetto pilota con supporto pratico e test successivi.


Ottima iniziativa:  anche se nell'articolo o anche i tecnici non parlano mai che il passaggio dal wifi al Lifi abbia un vantaggio per la salute degli utenti.

Richiesta di Irlandesi al Papa di un aiuto per limitare il wifi


In previsione della visita del Papa in Irlanda una associazione irlandese di Genitori chiederà  - tramite in documento pubblico qui sotto riportato  -  una 'intercessione' del Papa per  richiedere al Governo Irlandese di ridurre l'impatto dei wifi nei confronti dei bambini nelle aule scolastiche.

Il Ministro francese della Istruzione conferma (10.12.17) il bando dei telefoni cellulari

The cell phone ban was promised by French President Emmanuel Macron during his election campaign. Last September, the largest federation of pupil parents’ associations evoked "an appalling logistics problem". The minister replied that details of the ban are still in development. « You may need a cell phone for educational purposes or emergency situations. It has to be confined, which in passing already exists: there are colleges that already do it. "

website commented: "With more than eight out of ten adolescents already equipped, the presence of the mobile phone in school or college can create disruption during classes and tensions in the student-teacher relationship but also from student to student. However, the application of such a ban, while it may be desirable during classes, may be more difficult between courses, since parents want to be able to reach their children. On the other hand, checking that students have left their phone in the planned confinement space is already rather complicated. "
For the association PRIARTEM (French acronym of To Gather, Inform and Act on the Risks Related to Electromagnetic Technologies), the minister "sends parents a clear message: a cell phone is not compatible with good conditions of learning because its use does not favor concentration. If this is true at school, it is true also outside school grounds. "
The Association adds that microwaves emitted by cells and tablets in Wi-Fi mode are also detrimental to concentration and academic performance: "Even if this is not the stated objective, this decision is in line with the French Health Safety Agency ANSES’s recommendation to reduce children's exposure to radio frequencies and, in particular, those transmitted by mobile phones.PRIARTEM invites the Minister not to stop in this way. Laptops are not good for kids' health, tablets are not good either. The Minister's statement on the screens is, in fact, a serious challenge to the Digital Plan at School which aimed to equip children with tablets as soon as possible (from kindergarten).''

Ministero della Istruzione punta allo smartphone come strumento di ... cultura !

COMUNICATO STAMPA
si sono chiusi  i tre giorni del convegno sulla scuola digitale svolti a bologna al palazzo re enzo rigorosamente blindato e inaccessibile ai non addetti ai lavori, eppure proprio qui la città con la più antica università italiana e europea, nata con porte aperte nelle abitazioni colte e sapienti, che convive il suo sapere in un abbraccio di cultura con i suo studenti, è venuto a mancare tutto questo ....il ministero dell'istruzione e dell'università e della ricerca non ha condiviso con i suoi cittadini l'iniziativa denominata “futura”, forse perché da qui è partita la notizia che lo smartphone ha fatto il suo ingresso nel mondo della scuola, promosso non grazie alla legge, ma come strumento di formazione e didattica. 
Venerdì è venuta la ministra Valeria Fedeli per presentare la scuola digitale; erano presenti insegnanti e alunni+ di diverse città italiane che hanno portato dei progetti interessanti grazie allo sviluppo tecnologico; quindi se la tecnologia è intesa al benessere futuro della persona, nei vari campi delle sue attività, è da considerarsi positiva, viceversa se è un business diventa pericolosa e inquietante, con necessità subito di regole e leggi a tutela della salute e dell’ambiente, con una concertazione anche dei Ministeri della Salute e dell’ambiente; della salute perché l'uso di questi strumenti va valutato sotto il profilo della produzione di campi elettromagnetici indotti, e per il problema psico sociale dell'uso eccessivo da parte degli adolescenti attratti dallo smartphone. 
Infine anche per lo sviluppo sostenibile dell’ambiente, in quanto allo stato dell'arte l'espansione di radiobasi trasmittenti implicano l'esposizione continua ai campi elettromagnetici. Allora che fare? E’ bene unire le nostre energie producendo insieme un documento per gestire il futuro tecnologico. Siamo noi che possiamo ed abbiamo il dovere di produrre queste regole e leggi in difesa della salute e dell'ambiente , per un cultura e conoscenza sull'uso controllato della tecnologia nella società contemporanea dove IL suo uso servirà anche alle guerre future .+.. cari amici buon lavoro, a quanto pare ce né parecchio, .

In calo il numero di scuole con wifi ?

L’annuale indagine di Legambiente sulla qualità dell’edilizia scolastica di quest’anno  è riportata in questo articolo

e si dice che 

Rispetto all’inquinamento elettromagnetico i monitoraggi da Basse Frequenze e da Alte Frequenze, risultano entrambi quasi pari allo zero, ma diminuiscono sia gli edifici in prossimità di elettrodotti (3,1%) che di antenne cellulari (14,9%), mentre aumentano quelli nelle vicinanze di emittenti radio televisive (1,5%). In crescita le scuole con reti cablate (11,9%), in calo quelle connesse con wi-fi (37,9%).


Sara vero ?!     speriamo

si alla Fibra no al Wifi nelle aule bresciane

Buone notizie arrivano da Brescia    dove  I 106 istituti (dai nidi alle medie, visto che le superiori sono di competenza della Provincia) saranno collegati tra loro da una rete in fibra ottica a banda larga.

Questo eviterà l'utilizzo del wifi nelle aule (eccetto quella di informatica) per evitare l'inquinamento elettromagnetico, come chiaramente riportato dal assessore all'Istruzione .
Hanno di fatto anticipato il Decreto Galletti di inizio anno.

Bene ! 
Bisogna pubblicizzarlo agli altri Comuni e comprensori scolastici

Cipro: decreto ministeriale, no al wifi nelle scuole

Il ministro Cipriota per la educazione e la cultura ha emanato un decreto, il 31.1.2017, con carattere di urgenza rivolto ai dirigenti di asili e della scuola primaria, indicando specifiche misure di eliminazione o minimizzazione della esposizione dei bambini alle radiazioni wireless.





Teton Village, WY -- (SBWIRE) -- 03/06/2017 -- The Cyprus Minister of Education and Culture issued a Decree on January 31, 2017, marked "urgent" to all Directors of Kindergartens and Primary Schools, with specific measures to eliminate and minimize wireless radiation exposure to children in schools. "We have taken the decision to have the wireless network Wi-Fi disabled in all Public kindergartens in Cyprus," reads the Decree. Wireless is to be removed from all Cyprus kindergartens, and wireless installations have been halted in elementary schools and limited to administrative offices. 

"The Ministry of Education does not intend to proceed with the installation of wireless points and Wi-Fi access classrooms in elementary schools."

The Decree reminds teachers that wired internet is already available in all classrooms if the internet is needed for educational purposes. Wireless is only to be used, if needed, in the administrative areas of elementary schools, and wireless is not to be used in the classrooms. 

However, if the use of Wi-Fi is deemed necessary for a specific educational program, the Decree stipulates that, "necessary measures to protect children should be taken, and wireless access points should remain inactive when not in use for teaching purposes." Furthermore, "the consent of parents should be ensured in advance." The Decree instructs the School Directors to assure parental consent and send a letter to the parents of children who will participate in programs involving wireless technology - informing the parents of the reason and duration of Wi-Fi usage. 

Alongside their other campaigns about tobacco smoke and toxic chemicals, The Cyprus National Committee on Environment and Child Health initiated a nationwide campaign several years ago to raise awareness about cell phone and wireless radiation exposures to children. The multimedia public awareness campaign was lauded at an international conference on Wireless and Health held at the Israel Institute for Advanced Studies at Hebrew University in January of 2017, and organized in cooperation with the U.S. National Institute of Environmental Health Sciences (NIEHS) and Environmental Health Trust (EHT).

Dr. Stella Michaelidou, President of the National Committee on Environment and Child Health shared public service video announcements and brochures about children and pregnancy at the conference. "This Committee has developed tools that are a model for other countries to follow," stated Devra Davis, PhD, MPH, of the Environmental Health Trust at the conference. 

Several countries already have health policies in place to reduce school children's exposure to wireless. Cypress now joins France, Brazil, Ghent in Belgium, and Israel in banning wireless in kindergarten classrooms and enacting strong measures to minimize wireless exposures in elementary schools. France passed comprehensive new legislation in 2015 and has developed tools to inform the public about how to reduce exposure, similar to the efforts underway in Cyprus. Canada's Standing Committee on Health of the House of Commons also issued a report recommending a public education campaign. 

In the United States, the Maryland State Children's Environmental Health and Protection Advisory Council recently issued a Report advising the Department of Education to recommend all school districts in the State of Maryland install wired—rather than wireless—internet connections for classrooms. This action represents the first action of a state advisory body to issue guidance on wireless exposures. In Massachusetts and Oregon, several Bills have been proposed to address the health issues posed by electromagnetic radiation in schools and raised by consumers, researchers and medical professionals as concerns about school wireless exposures gains momentum in the United States.

Lo stato USA del Maryland emette una raccomandazione di riduzione del wifi in protezione dei bambini

Dopo rilettura della crescente evidenza di rischi per la salute legati alle radiazioni senza fili, il Comitato Statale dello stato del Maryland di tutela e protezione della salute dei bambini e dell'ambiente ha mandato un raccomandazione al dipartimento per la educazione di richiedere alle scuole di ridurre la esposizione dei bambini al wifi in aula puntando allo utilizzo della connessione cablata.




After reviewing new and growing evidence on health risks of wireless radiation, the Maryland State Children's Environmental Health and Protection Advisory Council (CEHPAC) issued a Report advising the Department of Education to recommend local school districts reduce classroom wireless radiation exposures by providing wired-rather than wireless-internet connections. CEHPAC's health experts include Governor appointed pediatricians, Maryland State House/Senate appointees and representatives of the Department of Education and Department of Health. Theodora Scarato, MSW, of the Environmental Health Trust, first brought the issue to the Council's attention three years ago, in February of 2014. The Council cited the recent US National Toxicology Program (NTP) findings of increased rates of rare malignant cancers in animals, as well as children's unique vulnerability to the radiation in their recommendations to minimize exposure. 

Several countries, such as France, Israel and Cyprus, already have protective measures minimizing school wireless radiation exposures as national policy. However, CEHPAC's action to issue recommendations to reduce classroom wireless exposures is the first of its kind by an expert state body in the United States. 

The Children's Environmental Health and Protection Advisory Council recommends:

1. "The Maryland State Department of Education should recommend that local school systems consider using wired devices" "WiFi can be turned off" and instead "a wired local area network (LAN) can provide a reliable and secure form of networking...without any microwave electromagnetic field exposure."

2. New construction and renovations: "If a new classroom is to be built, or electrical work is to be carried out in an existing classroom, network cables can be added at the same time, providing wired (not wireless) network access with minimal extra cost and time." 

3. The Maryland State Department of Education should recommend that local school systems use strategies to minimize exposures: "Have children place devices on desks to serve as barrier between the device and children's bodies; Locate laptops in the classroom in a way that keeps pupil heads as far away from the laptop screens (where the antennas are) as practicable; Consider using screens designed to reduce eyestrain; Consider using a switch to shut down the router when it is not in use."

4. "The Maryland Department of Health and Mental Hygiene should provide suggestions to the public on ways to reduce exposure: Sit away from WiFi routers, especially when people are using it to access the internet. Turn off the wireless on your laptop when you are not using it. Turn off WiFi on smartphones and tablets when not surfing the web. Switch tablets to airplane mode to play games or watch videos stored on the device."

5. "The General Assembly should consider funding education and research on electromagnetic radiation and health as schools add WiFi to classrooms."

6. The Maryland Department of Health and Mental Hygiene should "ask the United States Department of Health and Human Services to formally petition the FCC to revisit the exposure limit to ensure it is protective of children's health and that it relies on current science."

7. The Report should be shared with the United States Department of Health and Human Services, Federal Communications Commission, Maryland State Department of Education and Maryland General Assembly. 

"While this report focused on WiFi radiation in schools, there are additional concerns about mobile phones and cell phone towers. CEHPAC plans to look at these broader issues over the next year," the CEHPAC Council Report states. 

"Our children's healthy future rests on the responsible actions of today," stated Scarato. "21st century learning should include 21st century science," Scarato pointed to research that found wireless alters brain development in addition to increasing cancer. "Corded non-wireless connections in school are an important part of a safe and healthy school environment, respecting not only our children but also the teachers and staff." 

Referring to the fact that US wireless public exposure limits were set in 1996, without testing for long term safety, the CEHPAC Council Report also stated that, "decades-old standards need updating in light of new science." Such statements are in line with the American Academy of Pediatrics, which has also called for a regulatory review and states that children's brains are less mature and can absorb proportionately twice the wireless radiation as an adult because of children's thinner skulls that contain more fluid. 

"If you plan to watch a movie on your device, first download it, then switch to airplane mode while you watch in order to avoid unnecessary radiation exposure," recommends the American Academy of Pediatrics as part of its "Ten Tips on Cell Phone Radiation." 

In response to the 2016 NTP study findings of a cancer link, the American Academy of Pediatrics, Consumer Reports, Obstetricians and several Medical Associations issued recommendations to reduce cell phone and wireless exposures to children. The American Academy of Pediatrics has also repeatedly called on the United States government to strengthen wireless exposure regulations to protect children and pregnant women.

The Council heard testimony from health organizations and from parents who reside in multiple counties in the State of Maryland, including Montgomery County, Prince Georges County, Anne Arundel County, Baltimore County and Howard County. The Council also received hundreds of pages of expert scientific material and comments prior to the final Report, which the Council has posted on their website. 

"Parents have a right to know if there is an environmental hazard in the classroom and actions that can be taken to reduce exposure. The stakes are so high for our children, yet we are way behind what has been happening around the world. Over 20 countries have taken steps and in some cases passed legislation to protect their youngest and most vulnerable citizens and it is time we do the same for ours," stated Montgomery County parent Laura Simon, pointing to countries like France, Cyprus and Israel. 

"I was shocked to learn no government health agency had reviewed the issue from a health and safety standpoint considering how fast WiFi was being installed in schools across the State." Scarato described the process of how she brought the health issue of children's exposures to wireless in schools to Maryland State agencies almost three years ago, by first writing letters of concern about the school radiation exposures.

Dr. Sharfstein, then Secretary of the Maryland Department of Health, initially responded to Scarato's concern by stating, "It is fair to say there are legitimate questions about the long-term health implications of microwave radiation" and that the Department of Health "would be interested in the advice and counsel of groups such as the Children's Environmental Health and Protection Advisory Council." 

Scarato pointed out that the Education Department representative on the Council voted in favor of the CEHPAC recommendations to reduce wireless exposures. The Maryland State Department of Education (MSDE) also had responded to Scarato's initial concerns by referring her to CEHPAC, which "exists for the purpose of identifying environmental hazards that may affect children's health and recommending solutions to those hazards." 

Medical researchers are pointing to an array of psychological, emotional and physiological health issues screens pose to children at the same time that schools are integrating wireless networks and one to one device initiatives into classrooms.

In 2017, Maryland lawmakers heard testimony on Bill HB866, a first in the nation bill to create uniform screen safety guidelines for screen use in public schools "to protect children from the documented health hazards posed by daily use of digital devices." In response to wireless radiation health concerns, many schools worldwide are replacing wireless systems with wired systems, and limiting time children spend on screens.
